(b) It shall be unlawful to allow a dog or cat to be unleashed or uncaged while upon any public street, public alley, public sidewalk, public walking track, public park, public building, or other publicly owned property, except in a public park or other area that is specifically designated by the city for such a purpose and adorned by signage stating that animals may be physically unrestrained within such area. Proof that an animal is unleashed or uncaged in such a location shall be prima facie evidence of a violation. (d) Every female dog or cat in heat shall be confined in a building or other enclosure in such a manner that such female dog or cat cannot come into contact with another animal except for planned breeding.
